William Richard "Billy" West (born April 16, 1952) is an American voice actor, singer, musician, songwriter, and former radio personality for The Howard Stern Show, best known for his wide vocal range and roles in Ren & Stimpy (initially as Stimpy, but was cast to be Ren when John Kricfalusi [the showrunner as well Ren's first voice actor] was fired by Nickelodeon), Extreme Ghostbusters (as the voice of Slimer), Men in Black: The Series (as the voice of Jack Jeebs), Doug (as the voice of the title character and his bully, Roger Klotz on the original Nickelodeon version; West was recast when Doug was revived as a Disney cartoon), and Futurama (as the voices of Philip J. Fry, Professor Farnsworth, Zapp Brannigan [who was originally going to be voiced by Saturday Night Live cast member Phil Hartman, but Hartman was murdered before he was called in to record lines], Richard Nixon's head in a jar, Doctor John Zoidberg, and various one-shot and background characters.
West is also one of many modern-day voice actors hired to voice Looney Tunes characters in modern-day Warner Bros. projects. West mostly voices Bugs Bunny and Elmer Fudd (replacing Mel Blanc and Arthur Q. Bryan), though in "Toonenstein: Dare to Scare" he voiced Tiny Toon Adventures character, Hamton J. Pig, replacing Don Messick.
