The title is a play on the 1939 film, Gone with the Wind.
Wile E. Coyote uses wind turbines to activate a device that will zap Road Runner and pop him like popcorn. However, when he plugs it in, the turbine has stopped. He tries to spin the blades by hand to no avail. He climbs on a blade and is thrown from one turbine to another.
The blade breaks off, spins like a helicopter and nearly hits a cliff and an ACME airplane. Wile E zooms after Road Runner until he flies directly through his machine, zapping himself into popcorn.
