Katherine Elaine "Kath" Soucie (born February 20, 1967) is an American voice actress and former stage and screen actress. She is best known for voicing Phil and Lil in Rugrats , Jetta Handover in Clifford the Big Red Dog, Ray Ray in The Life and Times of Juniper Lee, Fifi La Fume in Tiny Toon Adventures, and Nibbles/Tuffy in The Tom and Jerry Show (2014 TV series).
She voiced Claudette Dupri the fox in New Looney Tunes.
