Shows are held back for many reasons. For example, a Japanese animated show called Chingo Muchabei was produced around 1968. The problem was that the show was made in black-and-white. (Most Japanese animated shows up until 1970 were made in black-and-white.) By the time the show was ready to air, Japan was embracing color TV, so there were fewer and fewer timeslots for black-and-white shows. One network eventually had to make do by airing it in a slot dedicated to reruns for one month in 1971.
My theory was that The Sylvester & Tweety Mysteries just wasn't that popular anymore, so the network decided to shelve the episodes even though they were complete and ready for air. When Cartoon Network picked the show up, they decided to air those episodes so they could air some new material. Let me know if this contradicts any existing information; this is all speculation.
